San Diego County Behavioral Health Services is the authority, operating as the county's Mental Health Plan. Optum Public Sector San Diego serves as the Administrative Services Organization — handling provider credentialing, claims and authorizations, the provider directory, and utilization management on the county's behalf. Optum is not an insurance company in this arrangement, and it never asks a member to switch Medi-Cal plans to access specialty care.
