Offers crisis support, suicide prevention and crisis intervention, mobile crisis response dispatch, and referrals to mental health, substance use, and other behavioral health resources. Crisis stabilization units (walk-in, up to 24 hours)
Crisis Stabilization Units (CSUs) provide immediate, short-term mental health support and treatment, up to 24 hours, for people with serious behavioral health needs who require urgent care beyond what an outpatient clinic can provide. No appointment is needed; individuals may walk in, be brought by family or law enforcement, or arrive voluntarily or on a WIC 5150 hold. There are eight CSUs countywide, seven serving adults 18+ and one serving children and adolescents under 18. County page.
Children and Youth Crisis Stabilization Unit (CYCSU)
Provides psychiatric crisis stabilization for children and adolescents experiencing a mental health emergency, including emergency psychiatric evaluations, crisis intervention and stabilization, brief outpatient counseling, case management, emergency medication management, and referrals to community-based services. Operates a 24/7 outpatient clinic accessible as a walk-in; clients may be brought by parents, guardians, social workers, law enforcement, or ambulance.

Inpatient psychiatric hospitals and psychiatric health facilities
These services provide the highest level of care in a secured, hospital-like setting for people with serious mental health conditions requiring 24-hour intensive treatment, beyond what outpatient, emergency, or crisis settings can offer. Access is typically through emergency departments, law enforcement, PERT, or MCRT drop-off, or transfer from a Crisis Stabilization Unit. The goal is to stabilize the patient and provide an aftercare plan before discharge to a lower level of care. County page.
San Diego County Psychiatric Hospital (SDCPH)
A standalone acute psychiatric facility providing 24/7 care for adults experiencing mental health concerns, including psychiatric assessment, intervention, and stabilization in the Emergency Psychiatric Unit, inpatient mental health care, supportive services in the Crisis Recovery Unit, and care coordination after discharge. Patients may arrive on their own, be brought by a loved one, MCRT, PERT, or law enforcement.

Psychiatric Health Facility (Tri-City PHF)
A 24-hour facility on the Tri-City Medical Center campus in Oceanside that provides short-term inpatient psychiatric care for adults, beyond the level of care offered in outpatient, emergency, or other crisis settings. Average length of stay is 5-7 days, after which clients are connected to appropriate community-based care. Patients are referred to and directly admitted from local Crisis Stabilization Units and emergency rooms; the facility opened to clients in December 2025 with 16 beds.

Overdose prevention, naloxone, and harm reduction
Harm reduction is a non-judgmental approach to reducing the harms or risks associated with substance use, including fentanyl test strips, free naloxone to reverse an opioid overdose, safe medication disposal, and interactive maps to find pick-up locations near you. County page.

Naloxone (Save a Life)
A life-saving nasal spray that can stop a fentanyl overdose. Naloxone (also known by the brand name Narcan) is a life-saving medication that can reverse an opioid overdose from fentanyl, heroin, or certain prescription pain medications. It is safe, is not a controlled substance, and will not cause addiction or other harms, even if given to a person who is not having an opioid overdose. Any community member can carry and use naloxone with a brief several-minute training.

Naloxone is available at many community organizations and clinics in the county and through vending machines, which also dispense fentanyl test strips at no cost. Find a pick-up location or vending machine by searching by zip code, or call 2-1-1 to find the naloxone pick-up location closest to you. It can also be requested from a health care provider or local pharmacy (a copay may be required). If unable to get naloxone from these sites, the BHS Harm Reduction Team may offer delivery options, subject to availability, by emailing harmreduction@sdcounty.ca.gov.

Housing is an important part of behavioral health care, providing safety and stability for people to engage in treatment and maintain long-term recovery. In San Diego County, housing support connected to behavioral health care is accessed either through a Medi-Cal managed care plan (Transitional Rent) or through County behavioral health programs, plus other general housing and homeless-services resources. CARE Court, conservatorship, and patient rights
The CARE Act creates a court-based pathway to connect people diagnosed with schizophrenia, bipolar I disorder with psychotic features, or other psychotic disorders who are not engaged in treatment to voluntary, court-ordered services. The Office of the Public Conservator investigates LPS Conservatorship referrals for people who are gravely disabled and unable or unwilling to accept voluntary treatment. Behavioral health clients also have rights regarding treatment, privacy, and how to file complaints or appeals. County page.
