1. Golden Coast Rehab (La Mesa). Golden Coast Rehab is a contracted provider of Specialty Mental Health Services for the County of San Diego, Behavioral Health Services, under County Contract 575462, covering the Partial Hospitalization Program and Intensive Outpatient Program levels of care. It serves adults 18 and older whose primary condition is a mental health condition, including depression, bipolar disorder, PTSD, anxiety, OCD, and psychotic disorders. Four programs received that first county contract, according to Golden Coast Rehab, which also says it was the first of them, as a mental-health-primary PHP and IOP facility for adult Medi-Cal members in San Diego County, to begin operating under the County's new program. The site is at 8809 La Mesa Blvd., Suite 102, in La Mesa, in the East region and within reach of El Cajon, Lemon Grove, Spring Valley, and Santee. PHP runs 9am to 12pm and 1pm to 4pm Pacific: individual and group therapy, psychiatric evaluation and medication management, and planned step-down rather than a cliff edge. PHP here is part of a course of care that runs up to twelve weeks, determined clinically, with staffing of two clinicians for every five clients, as of July 2026. Hospital-based PHPs in San Diego and what to ask them about Medi-Cal

Several San Diego hospitals run partial hospitalization and intensive outpatient services on their behavioral health campuses. These are real programs at the right level of care, and a hospital-attached one can fit well right after an inpatient stay. What we could not confirm is whether they accept adult Medi-Cal for PHP: their own websites do not state it, so we will not print it. Call and ask first.

1. Sharp Mesa Vista Hospital (San Diego). A psychiatric hospital on Vista Hill Avenue, listed by the county for psychiatric acute inpatient care for adults and for children and youth. Its own site describes adult partial hospitalization and outpatient services alongside adolescent programming. Adult Medi-Cal PHP acceptance is not stated there, so confirm it directly.
2. Alvarado Parkway Institute (La Mesa, San Diego, El Cajon). Listed by the county for adult psychiatric acute inpatient care at 7050 Parkway Drive in La Mesa, with partial hospitalization and intensive outpatient programs on its own site and outpatient locations on University Avenue in San Diego and West Madison Avenue in El Cajon. Its October 2025 press release frames outpatient services as Medicare and commercial. Ask specifically about adult Medi-Cal for PHP.
3. Aurora Behavioral Health Care San Diego (San Diego). Listed by the county for psychiatric acute inpatient care for adults and for children and youth at 11878 Avenue of Industry, with outpatient PHP and IOP on its site. Third-party directories suggest Medi-Cal acceptance may be limited to particular age bands, which we could not confirm on Aurora's own material, so ask about age eligibility.
4. Paradise Valley Hospital and the Bayview Behavioral Health Campus (National City and Chula Vista). Listed by the county for adult psychiatric acute inpatient care at 2400 E 4th Street in National City, with the Bayview campus at 330 Moss Street in Chula Vista also listed. Its behavioral health pages describe inpatient and outpatient services including partial hospitalization. Adult Medi-Cal PHP acceptance is not stated there.

Three questions to ask any of them. Do you accept adult Medi-Cal for partial hospitalization, not just inpatient? Are you a county contracted Specialty Mental Health Services provider? What is the wait to start? If the answers are vague, call the Access and Crisis Line instead.

What PHP is and who it is for

A partial hospitalization program is structured clinical treatment during the day, several hours a day for most of the week, while you sleep at home. It is for symptoms a weekly session cannot hold, a medication regimen needing real supervision, or a recent discharge that would collapse without something firmer. The state defines Day Treatment Intensive as a structured multidisciplinary day program with therapy, skill building, and psychiatric oversight, so when a county worker says Day Treatment Intensive and a hospital says PHP, they mean the same altitude of care. How Medi-Cal PHP works in San Diego

San Diego County has four Medi-Cal managed care plans: Blue Shield of California Promise Health Plan, Community Health Group, Kaiser Permanente, and Molina Healthcare. Specialty Mental Health Services, the category PHP falls under, are carved out of all four, so your plan does not run them. County of San Diego Behavioral Health Services does. Optum administers Medi-Cal behavioral health services on behalf of San Diego County as its administrative services organization, maintaining the provider directory and staffing the access line. Optum is not your insurer, and nobody has to switch Medi-Cal plans to reach these programs.

The plan name on your card does not decide where you get PHP. Two people with different Medi-Cal plans can end up in the same county contracted program, and neither gets there through member services. The County of San Diego operates and contracts behavioral health clinics across its six regions for adults 18 and older. This is where many people start, and where the Access and Crisis Line may point you if PHP is not clinically indicated. Examples from the county's listing:
